Single permit (GVVA): work and residence in one
For jobs that do not fall under the highly skilled migrant or EU Blue Card routes. Your employer applies – after showing that no suitable candidate is available in the Netherlands or the EU.

One permit, two rights
The GVVA combines your residence permit and your work permit in one application to the IND.
The employer applies
Your employer files the application. The IND asks the UWV for advice on the labour market.
Labour market test
The vacancy must be reported to the UWV at least five weeks before the application, with active recruitment in the Netherlands and the EU.
Market wage
The salary must be in line with the market and at least the Dutch minimum wage.
Good to know
Validity
Valid for the length of your contract, up to a maximum of three years. Apply for an extension in time.
Changing employer
Since 22 May 2026 you can change employer under the new EU rules. The IND may first check the new job.
Often a better route
With a recognised sponsor and enough salary, the highly skilled migrant or EU Blue Card route has no labour market test.
Short work, under 90 days
For short assignments a work permit (TWV) from the UWV can be enough – with a visa if you need one.
